Sultan Haitham City is the largest urban development in Oman's history and the first project under the Ministry of Housing and Urban Planning's new model for sustainable cities, delivered as a cornerstone of Oman Vision 2040. Master-planned by Skidmore, Owings & Merrill (SOM), the 14.8 km² city sits in Al Seeb in western Muscat, with direct connections to the Muscat Expressway and Sultan Qaboos Road through 23 access points, placing it within easy reach of Muscat International Airport and the capital's main business districts.

The city is organised into 19 integrated neighbourhoods linked by four green pedestrian spines, with more than 2.9 km² of parks and open space. At its heart, a 7.5 km dry riverbed has been reclaimed as a central park that manages seasonal flooding while providing shaded plazas and continuous green corridors. Every home is designed to be within walking distance of schools, mosques, health facilities, and retail. The full build-out includes 39 schools, a university, a 1,200-bed referral hospital, a private hospital, shopping malls, and 150 km of neighbourhood corridors supporting trams, e-scooters, and cycling.

Phase 1 (2024 to 2030) covers the 5 km² city centre with 6,743 units across six neighbourhoods: 608 detached villas, 872 semi-detached villas, 1,156 townhouses, and 4,107 apartments, alongside a private hospital, four school sites, and 19 office plots. Three further phases extend delivery through 2045 to more than 20,000 homes. Sustainability is built into the infrastructure, including solar power, waste-to-energy, wastewater reuse, and smart traffic and lighting systems, supporting Oman's 2050 net-zero target.
